The Learning Program Manager is responsible for supporting learning and development programs, projects and initiatives. This role will collaborate and champion close relationships with leaders and subject matter authorities (SMEs) to drive agreement and adoption of programs by socializing the purpose and value and their connection to overall proficiencies, goals, and initiatives. The Learning Program Manager is responsible for analysis, development and design of training initiatives as well as the management, implementation, monitoring and evaluation of learning and development programs. This individual will serve as content developer and reviewer for learning activities to ensure message consistency and facilitate learning through various modalities with sound instructional design.

Essential duties/responsibilities

  • Assess, design, develop, and implement standard methodologies that support the full adult learning audience
  • Partner with leadership to assess future-state and strategic learning and development needs; gain leadership agreement and support to meet those needs and oversee results
  • Utilize input from leadership and team members to plan, develop, customize and implement appropriate materials, instructional content, and delivery mechanisms to achieve maximum learning and development results
  • Provide consultation to stakeholders about the appropriate learning approach to meet the training need using the 70-20-10 learning model
  • Facilitate learning and development programs
  • Build learning & development capabilities by staying current and growing industry knowledge and experience by participating in professional development
  • Maintain learning schedule and events calendar and take the lead on program event logistics with duties that may include: agenda scheduling, organizing, catering, material and supply orders
  • Follow instructional design process from needs assessment through evaluation to develop one-on-one, group and e-learning curriculums
  • Lead projects and processes that require knowledge of working with learning metrics to ensure return on investment (value) and the utilization of learning technology
  • Partner with Manager, Learning and Development to outline program goals, budget, timeline, resources, and implementation approach
  • Coordinate and report on project/program achievements
  • Determine if external support resources will be required to complete the project plan and recruits and utilizes appropriate resources
  • Identify training or process improvement opportunities and provide recommendations
  • Communicate issues and trends regarding program delivery and recommend and/or facilitate programs to effectively resolve these issues
  • Apply TriNet standards to develop deliverables that are aligned with the TriNet style guide and branding
  • Other projects and responsibilities may be added at the manager’s discretion

Job requirements and qualifications

Education: Bachelor’s degree in human resources, education or a related field required. Advanced degree or professional learning and development certifications preferred.

Training Requirements (licenses, programs, or certificates):

  • PHR, SHRM-CP or equivalent experience preferred
  • ATD, DDI, SHRM industry training certifications preferred
  • Project Management Professional Certification preferred


  • Minimum 5 years HR process and standard methodology knowledge
  • 3+ years learning and development experience
  • General HR experience relating to HR compliance and employer issues
  • Validated expertise using instructional methods and training techniques, including curriculum design principles and blended learning strategies
  • Proven track record to assess organizational process and training needs to design and deliver innovative solutions
  • Experience leading large scale project implementation end to end
  • Experience working in a HR Outsourcing/PEO environment a plus
  • Customer Service experience required

  • Excellent facilitation and presentation skills including classroom and virtual delivery
  • Familiar with adult learning methodologies
  • Strong interpersonal and project management skills
  • Ability to develop a vision and strategy while working in a collaborative manner
  • Excellent verbal and written communication skills
  • Ability to design practical learning solutions
  • Outstanding visual design skills
  • A proven dedication to professional ethical standards and a diverse workplace
  • Ability to adapt to a fast-paced, constantly evolving business and work environment while balancing multiple priorities
  • Ability to develop knowledge and solid understanding of TriNet’s practices, policies, processes, systems capabilities and limitations
  • Proficient in Microsoft Office 365
  • Experience with Articulate software a plus

WORK ENVIRONMENT/OTHER INFORMATION (Travel required, physical requirements, on-call schedules, etc.)

  • Approximately 35% travel
  • Sitting/standing for long periods of time is vital
  • Work in clean, pleasant, and comfortable office setting or to work remotely
